IC Trespassing
Most of Ruatha is what is considered open to the public for RP. However, open to the public for RP in Ashirion is just like open to the public is in RL. There are just some places that it is inappropriate or flat out illegal to enter. The most common sense of these places are the rooms made with +makehome, or other such domiciles. Just like you wouldn't walk into someone's house without permission in real life, your character should not be in someone else's rooms. If your character is caught, the consequences are the same as they would be IRL. Your character would liekely be arrested for breaking and entering. Furthermore, the guildhouses and the palace are not open to the public, per se. They are the seats of commerce and government in Ruatha. THink of the guildhouses as office buildings and the palace as the UN. You don't go in either unless you have a very good reason. If you are caught skulking about the palace, you are likely to be thought a saboteur or other such malcontent. Also, the waystones, think of leaving Kelbarden as leaving sanctuary. All of the other shards are practically unihabitable due to the sheer volume of dangers present there. Think of leaving Kelbarden as crossing enemy lines.
If you are +set ic, you are IC, period. The only way you can be on any of the shards is to +set IC. In other words, if you are on the grid, you are IC, no ifs, ands, or buts. OOC Exploration and attempting to pass it off with the words 'I was not there ICly' will be ruled as though you were, by GMs.
